I'm a bit confused on the part about the 2000 election, though. Are they saying that Gore would have won Florida (and, thus, the presidency) if Republicans hadn't suppressed black voters in that state?

According to the GOP, allowing black people to vote is the equivalent of stealing an election.
If it ties at the Supremes the state loses anyway, so I hope the Court declines to hear the case so the appeals ruling becomes effective immediately since the Court may not rule by November.
