Until it overtakes her, Britney has still sold more over the course of the rolling period and it's not particularly accurate to say Katy is already outselling her or selling faster. You need more data than that to make such an assessment without it being relatively trivial. It would probably be better to wait until noon to make such judgments, and I'm sure Katy will have overtaken her by then and we will be able to confidently assess that she is selling faster.

That doesn't mean she's outselling her. A song could be at #100 and get a green update that surpasses that of the ratio that the #1 song is selling. It just means it's selling a bigger percentage than its previous update than Britney's song is, but it's not selling more.
