-From my experience Pokemon spawn any time they feel like but they always seem to be in the same places, there are some areas near me that never get them and some where there's a lot and they just seem to keep being random, with some more common than others
-Everyone sees the same Pokemon in the same area, but their CP is sometimes the same on all devices and sometimes differs, I think level is a factor. You all get a chance at catching the same one
