I think they also want to the vote to be split right down the middle so that Frank's confused about who betrayed him and is given the illusion that it was a really close. Plus they'll have room to point fingers and betray one another to Frank if need be. If Day and James go along with the plan, it would be 7 votes against 2, which Frank would realize means his entire alliance has turned on him and he has to go hard at all the comps. A 5-4 vote means there are still SOME people he can trust.
