It makes sense. He's has experience in foreign policy and the economy serving in numerous positions. He is from a safe state so he'll be replaced with another Democratic senator. He has worked with Clinton before, and he can bring balance to her campaign because he is a reasonable, calm guy. If Trump does pick a VP with a lot of experience and is a good debater, then Kaine would be a good choice.
But Tom Perez is a good choice too. He's progressive, has served under the Department of Justice and is now the Secretary of Labor so he can get those union workers on her side.
