Well, yes and no. The GIF format is superior at compressing images with a few distinct colors (like cartoons), but isn’t that good at compressing full-color images. One of the main reasons is that GIF frames can’t exceed 255 colors. The quality of your input video will have an affect on your GIF quality, but only to a degree.

So if this guy can't do more than 256 colors like Photoshop can't, what's doing the HQness? I'm determined to get to the bottom of this

It's probably just the way the program selects colors from the video file internally.

Photoshop is set up to pick as close to the true colors as possible, I think.
