It has to make business sense. SM isn't a charity after all. The interest has to be there. It's one thing doing a solo in Korea, but internationally is a different story.
Is there really any interest for Sooyoung in Japan? Even though she's a fluent speaker, she was never the most popular member there
And Tiffany is desperate to go to the U.S. to promote but SM won't let her.
That's why Jessica is smart. She has English and Japanese versions of her mini album to promote if she wanted to and she can manage things based on interest.
