Am I just supposed to walk around until my phone vibrates or something? I probably should've waited for tomorrow to download, I ain't walking around in the dead of night.

No, you have to be on your phone the whole time to pick up on nearby Pokemon. It would've been smart for them to use notifications to notify you when you're near a Pokemon but I guess not.
That bracelet ain't worth $30 or $40 though. Welp, I guess I'll try tomorrow, because if I'm going to be aimlessly wandering around my neighborhood, I at least want it to be light out. I tried to walk around with my dog just now, but she was tired, cranky, and not having it.

My phone is on vibrate so when a pokemon is close I feel my phone vibrate and touch the pokemon near me.
