I think so. I said this last week. Mongoose were brought to Hawaii to deal with rats in the past, so Yungoos could be taken to Alola to deal with the electric mouse pokemon.
I think there's still one R1 Pokemon missing. I don't see how the 13-19 gap (which is 7 free spaces) can be filled by 3 sets of 3 and 1 set of 2. there'd need to be a second two-stage evolution line (3+2+2) or a stand-alone Pokemon (3+3+1)
EDIT: wait was there any water on R1? Magikarp/Gyarados could be like 18-19 coz of Old Rod.
