That is the real problem here. Rather than restricting the age with is discrimination just like any other form of discrimination, most elections where the actual change in the form of government or change in the constitution is involved, require more than a simple majority. In some situations there is a two stage system where a second vote is needed to ratify the change.
This isn't like a parliamentary or presidential election where you get another one in 4 years, this is a major change in the workings of the democracy itself.
But two late to change that now. Cameron has to go with what was promised. England voted out, but hopefully Scotland and Northern Island can be spared.
