I mean, I thought so at first too, but now I think it's the best idea they had. They're not going to want one person sitting out of a battle being bored for 10 minutes - and then potentially disconnecting and ruining the whole match. Sure, if it's a battle between 4 friends, this won't usually happen, but if it's 4 online randomers, then it's a different story.
Also I love the new challenge it brings. You either kill the last pokemon of someone and let someone else win, or you let them set up to get an advantage; but that also leaves you at a disadvantage
