Didn't listen to neither of these albums, only heard the singles, but LOUD felt way bigger if I recall "Like I Am The Only Girl In The World" or "I Like It Come On" were bigger than any thing from Purpose. But I can't tell for sure, I'm not familiar with these two. I may be wrong with the new streaming era an all..

Billboard said PURPOSE was at 9 million huh?

Even it is scanned 4 million in pure sales (underestimated though), it is still very commendable as it was released 5 five years after LOUD in a totally different sales climate.

LOUD is probably at 7M. It's sales are way bigger in almost all countries
