Pop stars don't need street smarts to have commercial success. Adele's entire image is not "street smart" and Gaga's weirdness during her peak was nothing close to being street smart or relatable. It's not really about a city but the kind of inteligence one needs to overcome specific obstacles in their life which Gags does not have as she let the obstacles in hers take the best of her and thus severely damaging her career. Beyoncé is a master in turning lemons into lemonade and thus is smarter than gags (and Rhat).

But she is also capable of overcoming said obstacles. If you ask me, choosing to collaborate with people like Mark Ronson and Nile Rodgers for your new music is smart.
