I agree with the others - if it's true, it'll most likely be a limited residency to launch the venue and probably be a cabaret/jazz/blues set, either featuring or alongside Tony. It would make sense if it replaced the C2C2 tour following that album release.
That's the kind of show people in Vegas would go see. Big headliners doing the classics. If she did a pop residency she'd be competing against Celine, J Lo, Britney etc. because tourists will probably only pay to go to one.
Even though it sounds "gayer" on paper, and maybe it is, but I find it more likely that people would pay to go see Gaga as a crooning showgirl than a 'will she cover herself in blood and scream about gays, is this appropriate for the kids/grandma' pop show. Residencies are more like tourist attractions than a tour, after all. You have to appeal to people who are already there wondering what to do that night.

The amount of pretentiousness 
Why does everything always have to be so deep and serious all the goddamn time. Just give us something and look like you are enjoying your job as a singer.
