No, but you're singling out both attack and speed, and have yet to realise that only five ice types have 100+ speed
Of course, there's only 2 with attack at 120 and speed at 100+
Ice types were somewhat ****ed over in gen one, because it was a late addition and was just randomly added to pokemon like dewgong, cloyster, jynx and lapras.
