The only reason Italy sends 'quality songs' is because they have Sanremo to back up.
Every single Italian contestant from the last 5 years went to Sanremo first.
Sanremo is like the Italian Melodifestival, the winner or runner-up is usually the one who ends up representing Italiy in the ESC.
That is why they send 'quality' songs' just like Sweden, because even tho they say they don't care about Eurovision (which is true for the few Italian people I know, KillinUrCareer being an exception), they really care about Sanremo and the national broadcaster is clever enough to ask the winner/runner-up of Sanremo.
The UK couldn't care less about Eurovision, just like France and Spain. In Spain the national broadcaster couldn't care less, they're just a bunch of old people who decide what goes through and what not. They won't even let people decide, they let you decide out of all the contestants they already picked. They need to change it asap if they ever wanna do good.
