If this woman was literally stationary with her feet firmly planted then it would be easy. When you are in MOTION, it is very difficult to aim at a moving body part rather than the torso which is much more stationary in motion. If you had ever even fired a weapon before in your life, you would know this. This isn't a video game, its not that easy. Because if it was, THE POLICE INSTITUTIONS IN AMERICA WOULD BE FOLLOWING THAT PROTOCOL. But since you and half of this site think you know better you wouldn't get that.
You're delusional on this topic. This isn't a conspiracy. The officer was clearly threatened by an armed individual regardless of her age, weight, gender etc. He instructed her to drop the weapon several times. She continued to approached him erratically and he fired 3 shots into her stomach waited and when she did not fall shot her one more time. That is protocol. Aiming to kill would be a point blank head shot. On top of this, if you knew ANYTHING about human anatomy, you would know that first, it takes many more shots in the legs to stop a target, AND it is much easier when aiming for the thigh to rupture the main artery in the leg which would kill a person due to blood loss in under a minute.
