If one artist's album sold 1.1M, and the other's sold 1.0M you'd be able to argue they're on virtually the same level.
If one artist's album sold 700K, and the other's sold 600K you'd be able to argue they're on virtually the same level.
If one's sold 8.4M, one's sold 8.3M; one's sold 400K, one's sold 300K vice versa.
If one artist's album sold 140K, and the other's sold 40K... then well.
