That's 3 weeks. Times are changing and streaming is now the main format for
some artists, low sales are no longer as embarrassing when you're the top female

You do realize that single succes is included in album units? People listen to her singles, not the album.
And low sales climate isn't an excuse. Every main pop girl has better sales. Beyoncé, who's been in the business for twice as long as Rihanna, is predicted to outsell her in one week. Drake, who's also HUGE at streaming, is predicted to sell 1M copies in one week.
There are many artists who are big at streaming AND are able to sell millions of albums: Katy, Beyoncé, Drake, Justin, Ed Sheeran, Adele + Taylor (YouTube streams).
Rihanna isn't one of them. People would rather listen to one song for free than to spend $10 on an album.
This also explains why her tour is struggling for main pop girl standards, even with low ticket prizes.
