True.
Tsunade had great potential in part 1. She was the "strong" female, but it seems like she was thrown to the side once part 2 began, her only true redeemable moments being when she saved everyone from Pain and her fighting against Madara.
But even then, Kishi had great female characters upon introduction:
Anko (student of Orichimaru, Curse Mark)
Tsunade (Enhanced strength, medical expertise, etc.)
Kurenai (Genjutsu Specialist)
Shizune (The disciple/assisstant of Tsunade)
And this was in part 1. Not to mention the rookies themselves, who all had potential to be something bigger than what they turned out to be. Hell, Temari was a beast, and she wasn't even a part of the main squad.
It just seem like...somewhere down the line, they just got lost and never came back.
