Only delusional Bernie fans think that the top issue for black voters is criminal justice reform, hence their continued push to the crime bill boogeyman and the tired superpredators nonsense. But because black voters are more concerned about the economy than all else, it hasn't worked, except among the self-proclaimed "woke" slacktivists on Twitter.
