i can only suspect that the first running order was dismissed (for the first time) and they need to make changes.

It shouldn't have a massive impact on winning odds, but definitely odds to qualify.

I think a favorite might drift a bit though. Let's say Russia gets a lowkey crap draw (they'll qualify and probably win the semi even from #2 so that's beside the point) that could mean that the EBU aren't too keen on backing them for the win, for example.
