You mean every 8 hours? It's easy enough to deduce that his reports were probably cleared fairly quickly or occasionally had the posts in question warned. Once that happens, the user can report again.

You can send in a help request if you want to contest warning points. Most of the mods are considerate as long as you're being reasonable.

I don't think I've even reported a post since like....Fall? Summer? I remember when I was a new member...you get a faux-power trip from thinking you have control through reporting everything. The amount of reporting is inverse to the amount of control you have over your personal life at the time: FACT. Some people grow out of it. Some don't. It's obvious which groups don't.
