Because Britney has good music, great videos, great performances, doesn't sound grating on every song and is completely harmless and sweet as a person, unlike Piggy. She deserved to be a pop star no matter how bad she is at singing (and Britney isn't that bad). Piggy is meant to be a rapper too which makes it even more embarrassing that she's completely useless.
