Beyonce is an artist and visionary who's worth and legacy is not contingent on the amount of radio fodder #1 hits she has. 25 kinda was her Born this Way. Fizzled after three months, fell face forward after the lead single, and everyone kinda realized they're tired of her.

A4 will be her ARTPOP. Especially since she won't be able to follow-up with a Diamond album a third time.
