Janet easily.
Back when Britney was popular I was still in Cameroon. The song "Hit Me Baby One More Time" only peaked at #89 on the radio charts. So much for being a global hit. That song she did with Will I Am did a little better when I was in Benin. That got up to #65. Other than that nothing by Britney had ever been popular here.
Not all of Janet's hits are remembered, but the biggest ones are still played quite often here. Together Again, WHYDFML, All For You, TTWLG, Love Will Never Do, Feedback, No Sleep, Scream, and a few others.

Same. Here in Namibia, the only popular artists I knew here growing up were people like Beyonce and Janet. My Love is Your Love by Whitney was popular here too. It wasn't until I got older and joined this forum that I knew who Britney was. I guess she wasn't that global?

Yeah, she's not known in Nigeria or Ghana at all. EYE never heard her music growing up. If you walked on the streets of Accra or Lagos and asked someone who Britney was, they would have no idea. They'd probably think she was some kind of American burger.....
But yes, Janet's music is well-known in West Africa (as well as North, Southern, Central and East- I've lived in all those areas too). Rhythm Nation, If, That's the Way Love Goes, Pleasure Principle, Doesn't Really Matter, I Get Lonely, Together Again, Anytime Anyplace are always played and very much loved. Even Just a Little While and So Excited are well-known hits.
