budget is usually for promotion, no?

If an album is $10.00 on iTunes, iTunes takes $3 away, which leaves $7 for the label, producers, songwriters, the artist etc. Plus I'd imagine some sort of tax.

Budget isn't just for promo.
Some artists are given a set budget for the entire era which is then sectioned off for promo, studio sessions, videos, etc.
