Route 24 is north of Cerulean, after nugget bridge. I always do it before I do the Cerulean gym.

It's the worst weather move and barely helps ice. It doesn't help that ice isn't great either.
It should be like sandstrom but increase the defense. Or slow non ice types down or sth
