As much as I don't like her music (and agree with you about 25), she deserves some slack on that. You can't expect anyone to create while trying to live up to such a huge album. The pressure must be intense.
Most follow-ups to massive eras tend to be like 25. Or, if the artist takes a real left turn, they end up underperforming as millions of fans are disappointed with the sudden change.
Now that she has proven she's not a one era wonder, she has the freedom to do pretty much anything on her next album imo.
