May he rest in peace, but JFK was an idealist who wouldn't have seen completed most of his goals had he lived to see them through. He didn't have the political connections or know-how to really do it.
It took LBJ with his Senate connections and the Great Society programs to do most of what JFK wanted to do. Domestically, LBJ was a phenomenal president.
