I actually counted 5 dates for DWT and 4 dates for APBWT after excluding festivals.

My point was not even to compare the per-date figures .. but it's such a reach to say Rihanna and Gaga are respectively the weakest and strongest artists in Asia ever when their tour numbers are so close

Not really. Gaga slipped with ARTPOP so the effect on the tour was to be expected (still did better than Rihanna and Katy didn't do much better in Asia with PWT iirc). On the whole Gaga is a infinitely bigger touring force there.
