One reason bills get rejected is because they get loaded up with a lot of other stuff. The bill for the veterans is one thing, but someone probably tried to put something else in there that Republicans would NOT agree with, like more business regulations, or a tax increase. There are a lot of tricks that go on in Congress. Sometimes legislation isn't even read in full by anyone other than the one who wrote it. Sometimes these changes are added at the last minute, not long before the vote, so no one is able to read them (not smart to pass legislation without knowing what ramifications it will have). And when a loaded bill is rejected, either side will try to spin it in the media to vilify the other side, demagoguery.

Lowering business taxes to encourage big companies to repatriate their money, lifting certain regulations and making it easier for medium and small businesses to start up and create more full-time jobs is bad for the economy?
