Katy.
She has no iconic moments, iconic albums, memorable performances, vocals or choreography, impact and acclaim required to become a legend. Taylor on the other hand everybody knows her, likes her songs, and her songwriting skills are impeccable.

Katy and maybe Rih.
I know Rihanna has some praise since she has Grammys, but I don't feel like she's that respected, I don't know.
Katy just doesn't scream legend to me. Maybe because she's too poppy, too... not serious?
Also neither have defining performances, like some have said, or have been that influential or people think of them as "real artists" for example in comparison to Beyonce or Gaga recently.

The non grammy award winning one - definitely Perry... I mean all you have to do is watch the X Factor UK Unconditionally performance to work out why I say her. My God, that was easily the worst performance of any mainstream act I have ever seen. The ironic thing was, is that it was on a singing talent show and everyone thought it was awful. She won't be a legend, and if she will, then there is something wrong with the world
p.s Grammys don't lie it's okay, I'm sure she will be fine polishing her Nickelodeon award
