Bernie himself has said it wouldn't happen overnight and obviously wouldn't pass it unless they were sure it would go through.
That's the point of Bernie's campaign, to start the discussion about these issues and start getting Americans energized to get out. Clinton can't do that, hence why she's asking people to settle for her so we can keep the status quo.
