Not really. He didn't invent that concept and it's been done better since. He wasn't doing the lightning bolt look until Aladdin Sane anyway (a different era without Ziggy). Gaga's persona was kind of like this alien Paris Hilton / Andy Warhol alter ego. It was a unique character that fit the time she created it in.

Ziggy is kind of a mess character imo.

The fact that she now refuses to acknowledge her existence or dare to speak her name only reveals her insecurity and how aware she is to make sure she doesn't slip up and, you know, actually tell the truth.
