Combine that with a $5.99 price tag (Artpop is $13.99) and it's not surprising at all. Common sense is seriously lacking here.

No. I acknowledge that a bunch of 20-25 year olds opened the front page of iTunes, saw a Britney Spears greatest hits album discounted to $5.99, had a nostalgia trip looking at the track listing (because her songs are too forgotten to get regular recurrent airplay), and made impulse purchases.
She honestly had more musical impact than everyone's favs, ATRL is just too clueless to realize
