sold ≠ given away for free. They can make up whatever number they like. At the end of the day that figure does not contain any pure, legitimate sales which is virtually the only thing that matters.
I think you misunderstood ? About a billion copies were given away to fans , cause samsung paid Rih for them. But Tidal claims there's an extra 400k or so albums that were legit sold thru their site.
