There is no confirmation Samsung bought copies of ANTI.

What happened with Jay and Samsung was that 1m copies of his album were bought and distributed on Samsung mobile devices. This sale counted for RIAA certification but not for Nielsen (and thus Billboard).

What appears to be going on with ANTI is completely different, there is no set amount of downloads being offered, anyone can go download the album for free from Tidal up to 3 times.
