Generally I'd say no, but this is a bit of a unique case.
Firstly, the funeral was a "national funeral" that Quebec reserves for important artists and public figures so it was not just a simple family funeral. Many current and former heads of state were there.
Secondly, to understand this funeral and outpouring of grief, you kind of have to understand Quebec and the crucial role that Céline and René played in making Quebec known worldwide. Because there's a big sense of nationalism amongst Quebecers, they were revered as our biggest export. That's why his loss was felt so strongly.
