It's more of a cash grab actually. No other western country charges $160, makes you schedule an interview with consular officer, just to have a layover at an airport. Like what exactly do they ask you. "Will you visit the airport gift shop or the airport bar?"
Many countries you can transit without even clearing customs. You literally get off the plane, walk to the next gate, and get on the next plane.
