Silicon Valley has no bearing on ISIS's ability to exchange encrypted information. It's literally been a problem no one has been able to solve (the exchange of terrorist messages). Whether those messages have been encrypted by computer programs or by ambiguous language, it's something you can't do by just working with tech companies' encryption software.
