Yes, a lot of singles didn't get physical CD releases before the digital era so most songs peaks are based on airplay/limited vinyl releases

Pretty much. Single sales were completely dead by then, in fact barely anyone was releasing physical copies. The BB Hot 100 was basically a radio chart during 2002-2005
