The Fame is cohesive throughout. Even once you get past the singles you have "Beautiful, Dirty, Rich", title track, "Money Honey", "Boys Boys Boys", "Paper Gangsta", "I Like It Rough", and "Summerboy". All amazing

And then "Brown Eyes" is good to mope around to on a rainy day. The only bad song is the abomination she did with Flo Rida.
The Fame Monster would be her best album because it has 3-4 of her very best songs, but the other half of the album is filler. Very good filler, but filler nonetheless.
And
Born This Way is too long and has too many less-than-stellar tracks to be classed above either of those. But it is good.
