There's no such thing as white culture
But yes, minorities will always appropriate each other's cultures (i mean look at K-Pop). Just like the majority will also appropriate minority cultures. Simply, everyone will always appropriate each other's cultures. It's why we have math, and toothpaste, and pizza.
It's just a matter of who gets called out for it and why. And I have answers to those.
