Yes, both Part 1 & Part 2 were kinda boring, there was literally no reason to make it two movies other than money. The first one was her literally recording "promo videos" for the "rebellion"
Don't even try coming for KUWTK. It's still E!'s highest rated show and has more episodes than I Love Lucy. Not to mention it's in contract until 2020 and Kim is getting paid regardless of the ratings.

AHS is also FX's highest rated show and it gets renewed every season yet you have no problem dragging it's ratings.
Did KUWTK ratings decline over 50% from last season? No.
But that doesn't matter (according to your post) when it's still the highest rated show, gets renewed every season, gets nominations from GGs, Emmys, etc.. every year, & Gaga gets paid regardless of the ratings.

Kim is kinda like Gaga in that they're both kinda attention-seeking. The main difference is that Kim can actually pull it off and make it iconic whereas Gaga just comes across desperate and try-hard nowadays. Kim has mastered the art of fame Gaga used to ramble on about non-stop
