To tour means to travel from place to place and fans from around the world are traveling from their current place
of residence to Vegas to see Britney Spears' "Piece of Me" show. So, yes, "Piece of Me" is considered a tour.
Touring means you have the ability to sell out venues in more than one place. Brittany cannot do that anymore that's why she's in Vegas and her last album sold 200k worldwide and 200k in the US. So, even in the US (a huge country) she's only in one place.
