I remember both COO and 21 well, and even though the former never cracked 400k in its best week, COO sold so many copies and generated so many hits that I have to go with COO.
However, 21 is undoubtedly the most impressive CD since COO though, but 21 should've had two more hit singles (which were available on the CD, radio gave them unsolicited airplay). Unfortunately and inexplicably, Adele stopped at four songs from 21. Otherwise 21 would be past 12 million and probably already challenging #1s for the biggest selling CD of the 2000s.
