The 16k copies are from this week's chart position (#51).
Does anybody know how much did C2C sell last year in the US, including the last week of the year? I can't find anything about that.
Edit: it sold about 470,000 copies last year and 230,000 this year

They are so stupid with sales honestly. Just have the numbers out in the open for all to see like spotify and youtube. Sick of going on hunts through junkie old websites to find copies of her albums and singles to add up

Sometimes there's some things they wanna keep obscure or just not have easily accessible. Not everyone is selling well or meeting expectations, so there's a lot of ass-covering in the industry. Not to say that C2C's/Gaga's numbers are embarrassing - just that it's common practice to be hesitant or to even exaggerate numbers to make the artist look good.
Or maybe detection technology sucks/is inaccurate?

Soundscan sells subscriptions to labels and companies to see sales of everything. It costs $48,000 a year ($12,000 per quarter) to see sales of everything.
If they just posted sales of everything they'd be losing millions / basically all their income. That's the only reason sales will never be revealed for everything. It has nothing to do with covering anything up.
