 Sometimes there's some things they wanna keep obscure or just not have easily accessible. Not everyone is selling well or meeting expectations, so there's a lot of ass-covering in the industry. Not to say that C2C's/Gaga's numbers are embarrassing - just that it's common practice to be hesitant or to even exaggerate numbers to make the artist look good.

 Soundscan sells subscriptions to labels and companies to see sales of everything. It costs $48,000 a year ($12,000 per quarter) to see sales of everything.  
 
If they just posted sales of everything they'd be losing millions / basically all their income. That's the only reason sales will never be revealed for everything. It has nothing to do with covering anything up.
