That's because 1999-2000 were the PEAK of album sales. No album released after that time period ever had a chance of reaching the peaks of albums released before them. She literally sold that much at the END of the peak of album sales.

That's like me selling a **** load of products in the last year of major profiting at my store right before the economy goes into a full major recession. Yes, I will probably hold that title for awhile considering the market completely crashed and burned afterward....

Also, being an artist releasing music in 1999 2000 didn't guarantee a platinum album much less a diamond album.

It's not a given to go diamond once much less twice.
You still haven't performed a compare contrast for all the albums that went 14x platinum and 10x platinum vs the ones that didn't...in any climate.

But compare her album sales to other artists who released the same year. No artists were selling as much as her except for like 2-3.
