There is absolutely no way they could cover the fact that she and Sally are identical; everyone in the hotel knows Sally. They covered up with Tristan and Rudolph as they are look alikes since Rudolphs character have some prostethics on his face; they covered up Pepper meeting both Elsa and Sister Jude since Pepper communication and understanding limitations; I feel that using Billy Dean will open the doors to understand why every season have doppelgangers (Hell, Dimensions theories) and Billy Dean will be aware of this.
